One-Core-API supports official Windows XP SP3 (x86) and XP x64 SP2 / Server 2003.
The project states clearly: Windows XP unofficial SP4 is not supported (Integral-style editions likewise).

Windows 8 / 8.1 never received a classic numbered service pack like XP or 7. The major offline cumulative package people mean is Windows 8.1 Update (KB2919355 and companion MSUs).

This is an unofficial community “SP4” / fully-updated XP package. It is not from Microsoft.
If you install unofficial XP SP4, you cannot use One-Core-API. The One-Core-API project explicitly does not support unofficial SP4 (or similar Integral-style editions).
If you want modern API backports for newer apps on XP, stay on official XP SP3 and install One-Core-API instead.
Community SP4 images vary in quality and trustworthiness. Scan, prefer VMs, and do not use them for banking or sensitive accounts.
Unofficial XP “SP4” builds usually mean a slipstreamed XP with every post-SP3 Microsoft update (often including POSReady-era packages) baked into an install ISO. Handy as a time-saver; not a substitute for understanding what you are installing.

Windows XP Service Pack 3 is the last official Microsoft service pack for Windows XP (x86). The offline installer is KB936929 – run it on an existing XP install to bring the system up to SP3 without Windows Update.
